Martial Law: Communitarian Style

Next time the federal government declares Martial Law in the United States, it won't resemble any kind of military rule the world has seen before. Like the military occupation of Iraq, it will be a newer, nicer, upgraded variation on the original design. The modern formula for reconstructing nations under totalitarian state fascism was created by more evolved communitarians. They do everything with a friendlier face.

"Abstract : The Sixth Amendment to the Constitution guarantees the right to an impartial jury in all criminal prosecutions. In 1930, the Supreme Court held a defendant in a criminal case could waive his right to a jury trial with the consent of the government and the approval of the court. Federal Rule of Criminal Procedure 23 codified this holding. By requiring the government consent to a waiver of trial by jury, the Supreme Court implicitly recognized a state or public interest in jury trials in criminal cases, distinct from the interests of the defendant. Over time, the Court, and lower courts, have variously articulated the bases and nature of the public interests injury trials. These interests have been called the "communitarian functions" of jury trials. These functions include providing for community participation in the criminal justice system, ensuring accurate fact-finding, educating the citizenry, providing for a community affirmation of the system, and providing a vehicle for the vindication of community standards and values. These communitarian functions of trials by jury apply equally to trials by courts- martial composed of members. Unlike the Federal rule, which gives the government a voice in the determination whether to forego a jury trial, the Uniform Code of Military Justice (UCMJ) and the Rules for Courts-Martial (RCM) and case law interpreting and implementing the UCMJ, afford the government is silenced in the fundamental decision of trial forum. I suggest the government's voice should be heard on the fundamental issue of whether the community will have the important opportunity to participate in the administration of the military justice system as members of courts-martial. To realize this voice, I propose a change to Article 16 of the UCMJ and RCM 903, implementing that UCMJ provision, that will require the convening authority's consent to waiver of a trial by court-martial members." Oh sure, in the beginning it will probably look like any other "emergency" directed by the federal government. To get an idea of the feds' qualifications and work history, there's many recent examples to choose from, including Waco, Ruby Ridge, Oklahoma, NYC and D.C. A near perfect example of the feds' credentials is their leadership in New Orleans during Hurricane Katrina. No matter what the next disaster is, and the feds are certain there will be a next one, whether it's an act of war, terrorism, a health emergency, or a natural disaster, the feds will take total control of the afflicted area. There is just no incentive to deviate from a successful MO.

Perhaps the feds will again find a reason to claim they didn't know how bad the emergency was until it was too late. Once on the scene, they won't do anything for days (1). The first directive from The Federal Emergency Management Agency (FEMA) and the Department of Homeland Security (HS) must necessarily order the most efficient, qualified American people to stop helping each other (2). When the federal agents finally arrive on the scene, they will instigate a total shutdown of all remaining, operational local services, rescue efforts, and communications (3).

Horrified American doctors, nurses, and trained firefighters who witness the unfolding disaster on their TVs will decide to volunteer to help, but they will all be sent somewhere useless (4). Thousands of innocent people will needlessly die, and many small children and local police will simply "disappear" (5). Chaos will reign for more than a week before the feds begin a forced evacuation of the poorest local civilians into massive detainment centers (6). FEMA press releases will make it look like the locals are ignorant hicks who can't help themselves (7).

The only private citizens allowed to stay in the "evacuation area" (and carry weapons) will be authorized personel (like private security forces hired by the very rich to protect their property from looters) (8). All guns will be confiscated from the legal governments (the locals) who think they're going to use their guns to protect themselves, their properties, their businesses, and their neighbors from the Brownshirts, looters, mercenaries, foreign soldiers, U.S. special forces, and community developers (9). The National Guard will be called in to "assist" with the evacuation efforts, but of course there won't be enough of them because they're all in Iraq (10). Rather than enforce the U.S. Constitutional requirement that all Americans be trained, armed, and prepared to come to the defense of their country, the feds will call in the elite trained 82nd Airborne to help patrol the streets, with orders to "shoot to kill" (11).

Almost before the disaster "hits," the U.S. President will ask NATO to deploy a Rapid Response Force, called the NRF (12). (New Orleans was an "early test of the alliance's much-heralded NATO Response Force (NRF), a rapid reaction fighting unit created to allow it deploy in trouble zones across the globe within a matter of days.") Maybe the Canadian, Dutch, German, Mexican and other "friendly" governments affiliated with UNISON will all send troops again (13).

Even as he's sending out his pleas for help from foreign Navy warships, President Bush will tell Americans the idea that we don't have enough American troops to handle the job is "preposterous" (14). President Bush's solution to the ineptitude shown at every level of the federal government was to petition Congress to give his appointees more "authority" (15). The result of Bush's humble request was a new Act of Congress that authorizes "martial law."

Now it's all perfectly legal. Presidential buddies with zero background in disaster management can shoot anyone who refuses to allow FEMA and HS to seize control out of the hands of our best trained, local American citizens and professionals (16). Maybe that explains why American federal officials need so much help coordinating evacuations of Americans from the European Union Coordination Head (17).

The communitarian goal for every possible emergency in the U.S. is to declare martial law. "Rescue and recovery" is a communitarian code term for urban warfare (18). Plans for martial law in the United States have been underway for years (19).

Rebuilding Community is the # 2 goal in the War on Terror and begins simultaneously with the initial invasion. Developers are part of the private-public partnership between the DOD and corporate suppliers. Small local businesses will be axed out of the reconstruction. No-bid contracts will come under heavy fire but little will change. Behind the eyes of the planted media "experts," American citizen "refugees" are evacuated and separated into groups. FEMA agents will decide who goes to the military forts or football stadiums, and who gets a voucher to move into a hotel (20). After running background checks on all detainees and arresting those with warrants (21), the best and the most trainable victims will be assigned into a modern American kibbutz (called a community or neighborhood development association). This is where the COMPASS database comes into play; planned communities use all available personal information to determine and assess your character (22).

Even people who can't let go of their accidental view of history have to be wondering why the feds needed a new law to impose Martial Law. I can't help but wonder if it has anything to do with the states rejecting MEPHA. There were thousands of articulate, vocal American health professionals who jumped head on the anti-MEPHA bandwagon and stopped it dead in its tracks in most state legislatures. MEPHA did NOT become law in most of the fifty united states. It was overwhelmingly rejected.

If everything the federal government is doing is an accidental occurance, why does it all lead to the same end? Does the very organized and well-planned emerging scenario look anything like a random or a knee-jerk reaction to a perceived threat?

The American System of Political Economy has already lost too many important battles in the war against global communitarianism (23). Now the U.S. President has the "authority" to suspend the federal constitution and ALL fifty state constitutions and impose federal Martial Law. Both Republicans and Democrats voted in favor of this Act, but of course they did. The American Republican Party and the American Democratic Party endorse communitarian values. They've bragged about it, and they've proved it by their actions, for years. How convienant for them that their party supporters never forced them to explain what communitarian values are.

This is by far the single most important "national security" issue we face as a nation. A lot of people are smart enough to know that they don't pass laws like this because they never intend to use them. Many Americans who get their news from the TV and print journalists also look for alternative and more direct news sources (as can be found in the actual documents that authorize the transition of power). People who wake up to the coup very quickly acquire a taste for factual based articles and information. But, I'm afraid we are not getting the whole story, not even from the "alternative" news (24).

Many good online articles spell out the newly expanded parameters for Department of Defense's new enforcement authority. Coverage of the emerging "police state" by the leading "pro-America" pundits was always on the internet (almost from the day Al Gore "invented" it). These diligent reporters have shown us minute details about how the military is training U.S. soldiers to round up "dissenters." We've been warned repeatedly about the camps and the numbers of prisoners each one can hold. We get the pictures, the videos, the radio talk shows, and the books and magazines that show us exactly what the final, open and permanent suspension of the Constitution of the United States will look like.

What we don't get from our hundreds of American whistleblowers is the details about how the system of justice will be organized under Martial Law. In the US, we never even get the name of the actual law that will be used during Martial Law criminal court proceedings. We're told it's "military rule," but that's not a detailed explanation of exactly how they'll wield their power. Yes, people will get arrested by soldiers and hauled off to camps. But even Hitler and Stalin set up kangaroo courts to try their enemies before they executed them. The military are just the guards, assassins, spies, and street grunts, they're not the elected "representatives," the councils, the associations, the agencies, the lobbyists, or the lawyers and the judges who all work very hard to make sure your state execution looks legal. In Nazi Germany it was the Gestapo who "investigated" and arrested people for crimes against the state, in the USSR it was the KGB. But once the criminals were in custody, they were almost always given over to the party leaders who provided the accused criminals with a "fair trial" before a criminal party judge, defended by a criminal party attorney (who agreed to disallow any evidence to be presented before the court on behalf of the innocent defendant; communitarian prosecutors always move to suppress any information relevant to the case).

In the United States of America, the Department of Defense, Homeland Security and FEMA are the lead goon squads set up to terrorize American neighborhoods. They're only the most visible department in the vast, global, communitarian court. The Community Empire is a massive system, it took them a long time to build it. One reason it took so long is because it had to be done extremely carefully and without alerting the American people. The probable eventuality of middle-class, uneducated Americans finding out about the agenda was avoided by focusing the media on false dialectical based "conflicts" between political "ideas," and then creating dialectical organizations who claimed to promote the opposition's "side." Each successful conflict led to another new law designed to implement a communitarian legal solution.

The U.S. government has already quietly created the communitarian infrastructure necessary to controlling America under martial law. The new system was all planned, written, discussed, tested, analyzed, and implemented so slowly and steadily that many communitarian programs and laws introduced between 1901 and 1945 were considered completely "normal" by the time I was born in 1956. If I tried to write an article that included every new communitarian law and court decision adopted by a branch of American government in the past fifty years it would be a very long article. So I'm not going to list them all here. All we need to know right now is what a communitarian law accomplishes. I think it might help the accused defend themselves if they understand the law under which they are arrested and tried.

A communitarian crime is a person, thought or action perceived by the communitarian government to be a "threat" to the health, safety, or economic security of the community. An American crime is an action that causes measurable damage to somebody's person or property.

Under a communitarian justice system, the rights of the "community at large" over-rule the rights of all individuals in the community. Community rights, like the actual term "community," are often vague and hard to define. Individual rights, like the term "individual," are clear, concise, and explicitly defined in the U.S. Bill of Rights. Every state constitution was required to comply with the laws set forth in America's founding documents. The Washington State Constitution (written long after the American Constitutional Convention) begins by clearly defining the only legitimate purpose for government in the USA: to "protect and maintain individual rights."

Not all of us will escape from the round-ups (24). Many of us, our families, and our friends will be arrested under Martial Law, and later charged with a vague communitarian crime. Citizens arrested under authority of Martial Law will be tried, convicted, and condemned in communitarian courts. There must be a way to bring the communitarian agenda before the court as part of the defense exhibits, before a Fully Informed American Jury who can also judge the law itself. As impossible as it seems (and the Dawson attorneys refused to even try-- so they lost), the American people can, with a concerted effort, overturn unconstitutional legislation, programs, rulings, treaties, and executive orders. I also believe charges need to be filed for conspiracy to overthrow the legitimate government of the United States of America.

Homeland Security-FEMA, FBI-Community Policing, the U.S. Military and the National Guard (25), the Drug Enforcement Agency, the IRS, the Bureau of Alcohol, Tobacco and Firearms, Anti-Crime Teams and their KGB and Mossad advisers, the CIA, the NSA, and all State Troopers, County sheriffs, municipal police and private security firms (that hire former KGB, CIA, and Mossad), land use teams, facilitators, bureaucrats, and more are trained, ready, and poised to strike against the last bastion of freedom left in the USA: American's elected state government officials. The new international communitarian peacekeeping forces are also authorized to target all citizens who refuse to comply with federal Martial Law directives. Every dime in federal monies to the states comes through Homeland Security now (26). They and they alone will determine when it is time to bring in the assistance (27).

So what is the preparatory moral training and the professional expertise required for the appointed (and in some ways anointed) position of Communitarian Director of Martial Law? Like the founder of the American Communitarian Network and many other important dialectical thinkers and actors in the White House, it helps a lot if he comes from a family bloodline of experts in Talmudic Law (28).

We have reached the final offensive in the Communitarian Coup d'État. Our people remain clearly in the dark. Most of us don't know there's an entire agenda being waged against us, that a serious war against American freedom is being fought right now, on every imaginable front line. Our leaders all promote highly vulgarized dialectical ideology. Their false slogans and "issues" keeps our people chasing their tails while the back-stabbing communitarians chop off their heads. Our nation cannot survive as a free nation if we keep supporting exporting communitarianism, and continue to be soundly beaten by the communitarians at home, usually purely by default. We expect to survive but we can't show up and defend ourselves?

Americans still have the power to legally resist Martial Law (and any imposition the military rulers make of Communitarian or Talmudic Law). If every law-abiding American formed a pact to resist the entire communitarian coup, by name, they might ultimately "hang together" or "hang separately," but at least they'd die fighting, like men. There's no chance for us winning the game if we are too lazy to step up to the plate. Come on America! Let's play the real game with these maniacs. Our "common born," local people can take care of themselves in any emergency, they always have. As a matter of fact our people are famous for it. Individually, each one of us are the real American government, and together we can do anything, including taking our free country back from the 10% of our people who support the communitarian synthesis (29).

Raised in the 60s with a career Army dad and an older sister peace activist, military force against civilian populations was a contentious but lively topic at our regular, required participation in dinner table conversation. We were all allowed to support any opinion we chose, as long as we could back it up with facts. I can't be sure how my father, a former 82nd Airborne paratrooper would have reacted to this domestic expansion of his beloved brigade (?). Fred became a much gentler soul as he got older, especially with children (and he showed a great respect for my Nordica). But I'm fairly certain the old Sarge would support martial law, whether he agreed with it or not.

My dad, like most of our best professional miltary men and women, honored the Prussian military tradition that kept the Nazi generals from revolting against Herr Hitler's coup. My dad died believing it was his duty to support the U.S. President, even when it was Clinton (who he hated).

In November 2001, my father was the "acting" Senior Drill Sergeant giving his annual speech and leading a small parade of retired military personel in their historical Belfair Eagle's Veteran's Day salute. The "ranks" were expanded that year to include police officers and firefighters. Dad showed great pride in their presence, as did everyone there. The three Friedrich children raised by Fred all automatically stood at attention with our hands over our hearts.

After the ceremony when everyone went inside the beautiful new Eagles my dad helped to realize, I noticed him avoiding me. So I cornered him, asked him if he had an opinion about foreign planes "protecting" American skies after the attacks, before we could be absolutely sure who did it. When he glared I said, "Okay, skip that. What do you think happened to all the money missing from the Pentagon?" His blue Paul Newman steely eyes bore into me for a second, and with a quiet, intense John Wayne shrug, his teeth gritted a toothpick as he fought to hide a lopsided grin behind his tightend lips. No matter how sick he got, Fred never lost his touch. He replied. "How the hell am I supposed to know anything about that money? I'm a foot soldier. You think you're a reporter? Then why don't you go figure it out?"

By Christmas 2001, my sharp, inquisitive father, who lived and breathed for historical debates, made a new rule that political discussion was not allowed at his house anymore. But I never gave up trying to open up a "dialogue." In Christams 2002, my daughter and I, with our roommate Michele Foran, put our heads together and designed a strategic board game for him called "War on Words." This game is what motivated Nordica, who was seventeen years old by then, to design and build the ACL website. Our incredibly busy Hegelian dialectic page at the ACL started out as just a little tutorial we included in my dad's game. He handed the game to Nordica as we were leaving his house on Easter 2003, and told her, "Give this to your ma. I don't need it." Nordica proudly refused. So he laid it on a table, looked at me, and nodded to "go pick it up." The only existing copy of War on Words is in a storage bin in Wyoming where we moved the next month. We never saw him again. Fred died on November 9, 2003. His ashes are interred at the new Military Graveyard in Covington, Washington. We haven't been there yet.)

I did find it extremely comforting when my eldest sister recently sent me a copy of a letter my dad wrote to her in early spring 2001, about 6 months before the attacks. He wrote in her letter that he thought I was "on to something bad" happening in Seattle, that his wife had agreed with him that if anything like that started happening over in Belfair, they'd both "go to war over it."

This article was written with full honor for all American active duty soldiers and veterans of foreign wars, both living and gone from this existance. My opposition to communitarian leadership in no way reflects on the American military or police officers who actually do their duty and protect and defend the constitution and the Rights of the American indivdiduals they swore to protect and defend. Sadly, our troops, just like most of our people, don't know they're being led by communitarians, and they have already been trained to defend communitarianism. In my continued insubordination based on facts, I lovingly dedicate this article in what I intend (and hope it is perceived) as the honorable memory of Sergeant Major Frederick C. "The response to Hurricane Katrina must be well coordinated between federal, state and local officials to most effectively protect life and property," Brown said. "We appreciate the willingness and generosity of our Nation's first responders to deploy during disasters. Govenor Riley also said in a press release on August 28, 2005 that he had Supplies Ready to Assist Hurricane Victims: "Selma is serving as FEMA's supply staging area for Alabama, Mississippi and Louisiana, and we've pre-positioned other supplies at Maxwell Air Force Base," said Governor Riley. "I've spoken with President Bush and Homeland Security Secretary Chertoff, both of whom have assured me they will offer any assistance we may need to recover from this devastating storm." Governor Riley said the state already has 290,000 bags of ice, more than 250,000 gallons of water, 652,000 MREs (meals ready to eat), and 110,000 tarps measuring 20 feet by 25 feet."

"LAWYER: WILDLIFE AND FISHERIES DID NOTHING WHILE PEOPLE SUFFERED" by Jason Robideaux, an attorney from Lafayette Louisiana at deadpelican.com: "A group of approximately 1,000 citizens pulling 500 boats left the Acadiana Mall in Lafayette this morning (Weds.) and headed to New Orleans with a police escort from the Jefferson Parish Sheriff's Department. The "flotillia" of trucks pulling boats stretched over five miles. This citizen rescue group was organized by La. State Senator, Gautreaux from Vermilion Parish. The group was comprised of experienced boaters, licensed fishermen and hunters, people who have spent their entire adult life and teenage years on the waterways of Louisiana./ The State Police waved the flotillia of trucks/boats through the barricades in LaPlace and we sped into New Orleans via I-10 until past the airport and near the Clearview exit. At that time we were stopped by agents of the La. Dept. of Wildlife & Fisheries. A young DWF agent strolled through the boats and told approximately half of the citizens that their boats were "too large" because the water had "dropped during the night" and that they should turn around and go home."

"Some Are Found, All Are Lost" Newsweek September 19, 2005 at MSNBC.com: "As of Saturday, the National Center for Missing and Exploited Children in Virginia, which is tracking the whereabouts of the youngest victims of the storm, had received reports of 1,831 missing kids from Louisiana, Mississippi and Alabama. Of those, 360 cases had been resolved, the center says, either by reuniting families or locating the children. The fate of the rest was still unclear."

"Firms with Bush ties snag Katrina deals- White House connections attract renewed attention from watchdog groups" MSNBC.com, September 10, 2005:"Companies with ties to the Bush White House and the former head of FEMA are clinching some of the administration's first disaster relief and reconstruction contracts in the aftermath of Hurricane Katrina. At least two major corporate clients of lobbyist Joe Allbaugh, President George W. Bush's former campaign manager and a former head of the Federal Emergency Management Agency, have already been tapped to start recovery work along the battered Gulf Coast. One is Shaw Group Inc. and the other is Halliburton Co. subsidiary Kellogg Brown and Root. Vice President Dick Cheney is a former head of Halliburton. Bechtel National Inc., a unit of San Francisco-based Bechtel Corp., has also been selected by FEMA to provide short-term housing for people displaced by the hurricane. Bush named Bechtel's CEO to his Export Council and put the former CEO of Bechtel Energy in charge of the Overseas Private Investment Corporation.

Wearing bulletproof vests, they were carrying M16 assault rifles./ Gill, 40, and Yovi, 42, who refused to give their surnames, said they were army veterans of the Israeli war in Lebanon, but had been living in Houston for 17 years. They had been hired by Jimmy Reiss, a descendant of an old New Orleans family who made his fortune selling electronic systems to shipbuilders. They had been flown by private jet to Baton Rouge, the capital of Louisiana, and then helicoptered to Audubon Place, they said./ "I spoke to one of the other owners on the telephone earlier in the week," Yovi said. "I told him how the water had stopped just at the back gate. God watches out for the rich people, I guess."//Hundreds of mercenaries have descended on New Orleans to guard the property of the city's millionaires from looters.// The heavily armed men, employed by private military companies including Blackwater and ISI, are part of the militarisation of a city which had a reputation for being one of the most relaxed and easy-going in America." "Business owners re-enter New Orleans" AP 9-17-05: "Security will be tight in the reopened neighborhoods, with Nagin and others vowing never again to let New Orleans slip into the lawlessness that gripped the city in the days after the storm. This week, he warned potential looters that soldiers carry M-16 rifles "and they might have a few bazookas we're saving for special people."

"BRUSSELS (Reuters) - The United States asked NATO on Thursday for help in transporting European aid to victims of Hurricane Katrina amid concern that assistance is not getting through to the devastated region quickly enough. "NATO ambassadors were expected to take a decision on the request on Friday [9-9-05], and a mission could be mobilised within three to five days [9-12 to 9-14] of an agreement on what was to be transported."

"Army to leave U.S. after historic mission" Wire services, September 27, 2005, at El Universal online. USS Bataan Official Website explains: "Bataan Sailors became part of a multi-national relief effort by working with Sailors from other nations to help the people of the United States in a time of need. The Dutch frigate HNMS Jan van Amstel (F 831) sent as many as 67 sailors each day into Mississippi to support the relief efforts, the Mexican amphibious ship Papaloapan (P 411) sent up to 100 sailors daily and three Canadian ships, HMCS Athabaskan (DDH 282), HMCS Ville de Quebec (FFH 332) and HMCS Toronto (FFH 333), sent up to 258 sailors daily." According to the Canadians at National Defense, "Overall, about 900 Canadian Forces sailors, soldiers and aircrew constitute our contribution to the colossal relief efforts underway south of the border." They also claim, " As part of Operation UNISON, more than 1000 Canadian Forces personnel were deployed to the U.S. on September 6."

The military is barred by law from performing any domestic law enforcement functions.// Bush first broached that idea in a speech to the nation from New Orleans last week.// The president said he wants to examine whether the Defense Department should take the lead in a natural disaster "of a certain size" as it would after any terrorist attack. "That's going to be a very important consideration for Congress to think about," he said."

"Foundations are in place for martial law in the US" By Ritt Goldstein, July 27 2002, Sidney Morning Herald: "From 1982-84 Colonel Oliver North assisted FEMA in drafting its civil defence preparations. Details of these plans emerged during the 1987 Iran-Contra scandal./ They included executive orders providing for suspension of the constitution, the imposition of martial law, internment camps, and the turning over of government to the president and FEMA./ A Miami Herald article on July 5, 1987, reported that the former FEMA director Louis Guiffrida's deputy, John Brinkerhoff, handled the martial law portion of the planning. The plan was said to be similar to one Mr Giuffrida had developed earlier to combat "a national uprising by black militants". It provided for the detention "of at least 21million American Negroes"' in "assembly centres or relocation camps"./ Today Mr Brinkerhoff is with the highly influential Anser Institute for Homeland Security. Following a request by the Pentagon in January that the US military be allowed the option of deploying troops on American streets, the institute in February published a paper by Mr Brinkerhoff arguing the legality of this."

23. "THE US GOVERNMENT DID NOT FAIL ITS MISSION IN THE WAKE OF HURRICANE KATRINA" by G. Edward Griffin, 2005 September 19: "The primary job of the military, FEMA, and Homeland Security is not to protect the American people in times of emergency but to protect the government in times of emergency and keep it functioning. Their primary assignment is, not to rescue people, but to control them. Their directive is to relocate families and businesses, confiscate property, commandeer goods, direct labor and services, and establish martial law. The reason FEMA and Homeland security failed to carry out an effective rescue operation is that this was not their primary mission, and the reason they blocked others from doing so is that any operations not controlled by the central authority are contrary to their directives. Their objective was to bring the entire area under the control of the federal government - and this they succeeded in doing very well. They did not fail in New Orleans. They were a huge success. Once this simple fact is understood, everything that happened in the wake of Katrina becomes understandable and logical."

"Implementing the "National Response Plan" by Bobby Garner, congregator.net, September 5, 2005: "Local authorities are signatories to the National Response Plan. Some of them are well seasoned politicians who know the truth about the structure of government in this country. Others such as the Mayor are still discovering the system they have become part of. In all cases, they either knew or believed that the National Response Plan. meant both national and response, and they believed the "Plan" would work./ Under the arrangement of Homeland Security and the Patriot acts I and II, no one but the public asking these questions believes that the post Civil War Posse Commitatus Act which prevents the military from entering a state is still relevant. In this setting, everyone believed that a truly National effort was in motion. When they discovered otherwise, they were as shocked as the disaster victims, and confusion set in at the local level./ Nothing moved until the Chief issued the order. Whether or not the President knew it was his turn at the bat, may be arguable, but you can bet that everyone else in the chain of command knew. They don't get into those positions by not following orders.

Chenelly, Army Times staff writer, September 2, 2005: "NEW ORLEANS- Combat operations are underway on the streets "to take this city back" in the aftermath of Hurricane Katrina. "This place is going to look like Little Somalia," Brig. Gen. Gary Jones, commander of the Louisiana National Guard's Joint Task Force told Army Times Friday as hundreds of armed troops under his charge prepared to launch a massive citywide security mission from a staging area outside the Louisiana Superdome. "We're going to go out and take this city back. This will be a combat operation to get this city under control."

"Force In Storm-Hit Areas Exceeds 50,000: Officials" by Jim Mannion, Washington (AFP) Sep 05 2005: "The number of US military forces in storm-ravaged Gulf Coast states swelled to more than 50,000 Monday as ground troops and naval vessels continued to stream into Louisiana and Mississippi, military officials said. "I think we're going to be there a relatively long time. I see it in months, and not weeks," said Admiral Timothy Keating, commander of the US Northern Command. Ground forces from active duty units continued to build up over the weekend with the arrival of troops from the 82nd Airborne Division from North Carolina, the 1st Cavalry Division from Texas, and Marines from Marine Expeditionary Forces in California and North Carolina. "Coming about this time tomorrow that force will number about 7,200-7,500 soldiers and marines who will be on the ground assisting the national guard with search and rescue and humanitarian assistance," Keating said."

26. Jefferson Parish president Aaron Broussard quoted in USA Today September 7, 2005: "Bureaucracy has murdered people in the greater New Orleans area," he said on CBS' "Early Show." "Take whatever idiot they have at the top of whatever agency and give me a better idiot. Give me a caring idiot. Give me a sensitive idiot. Just don't give me the same idiot." (Broussard is also quoted saying on Meet the Press: "Three quick examples. We had Wal-mart deliver three trucks of water. Trailer trucks of water. FEMA turned them back, said we didn't need them. This was a week ago. We had 1,000 gallons of diesel fuel on a coast guard vessel docked in my parish. The coast guard said come get the fuel right away. When we got there with our trucks, they got a word, FEMA says don't give you the fuel. Yesterday, yesterday, FEMA comes in and cuts all our emergency communications lines. They cut them without notice. Our sheriff, Harry Lee, goes back in. he reconnects the line. He posts armed guards said no one is getting near these lines.")
